henbos has just submitted a new pull request for https://github.com/w3c/webrtc-stats:

Fixes #667.

This matches Chromium, which for example exposes outbound-rtp after setLocalDescription, even if ICE is not connected and packetsSent is 0. I hope all browsers align here but I'm not sure.
