I prefer 1 - record and publish. However I do think there may be occasions when it might be useful to have a meeting under chatham house rules. I’m thinking of trying to bridge the gap between the full public meetings and the ‘hallway’ meetings. In the virtual world hallway tracks are even-less transparent than they are in ‘real life’.
