For instance, it's not clear how [usernameFragment](https://w3c.github.io/webrtc-pc/#dom-rtcicecandidate-usernamefragment) should be initialized from the constructor. Its initDict cousin should probably be nullable like its siblings.

Also, the non-essential attributes aren't being initialized where we create `RTCIceCandidate`s in the spec.
