Today's VI: Will ask for implementors

In today's VI, we have a number of proposals from Jan-Ivar for API changes.

For each of the changes, I will ask whether or not there are browser
implementors willing to implement this change within the next relatively
few months.

If there is, there's no document delay. If there isn't, there is, and
extension specs seem like a more likely target.

Please come armed with opinions on this point.
