For sake of clarity, respec (the tool used to produce some of the W3C
documents) is not authoritative on this; the Process Document only has
this to say about Editor's Draft:
"Working Groups and Interest Groups may make available "Editor's
drafts". Editor's drafts have no official standing whatsoever, and do
not necessarily imply consensus of a Working Group or Interest Group,
nor are their contents endorsed in any way by W3C."

In other words, the status and meaning associated with editors draft as
it stands varies from WG to WG, and cannot really be assumed to have any
standing whatsoever.

To reduce some of this uncertainty, some groups have adopted the
"unofficial draft" label.
