[webrtc-pc] RTCSctpTransportState "new" never used

In the spec, an `RTCSctpTransport` is only created when the answer is being applied:

> If description initiates the establishment of a new SCTP association, as defined in [SCTP-SDP], Sections 10.3 and 10.4, create an RTCSctpTransport with an initial state of "connecting" and assign the result to the [[SctpTransport]] slot.

This explicitly sets the initial state to `connecting`.

So, IIRC the `new` state is never assigned and can be removed. The *creating an instance* description can also be simplified by removing the *initial state* part.
