NOTE: This is a personal position only. I have changed my opinion on this. We should make the spec simpler, not more complex. The simplest answer, when faced with a situation where you can't rescale the video to fit the constraints, is what JSEP currently says: "NO". No letterboxing, cropping or pillaring. Either you can scale the video to fit the constraints, or sending the video fails. This differs from the apparent consensus in last week's interim, which seemed to be to make the spec more complex by adding a parameter to control whether cropping or letterboxing was applied.
