[webrtc-pc] editorial: move "set a configuration" to operation section

The description of the setConfiguration method in 
    http://w3c.github.io/webrtc-pc/#dom-rtcpeerconnection-setconfiguration
contains a detailed description of the algorithm to set a configuration.

http://w3c.github.io/webrtc-pc/#operation references this in the peerconnection constructor as
> 5. Set the configuration specified by configuration.

Wouldn't it make more sense to have that algorithm in the operation section?
