[webrtc-pc] editorial: add subsubsubsections to operation description?

fippo has just created a new issue for https://github.com/w3c/webrtc-pc:

== editorial: add subsubsubsections to operation description? ==
http://w3c.github.io/webrtc-pc/#operation currently contains several blocks which are not link-able
1) the constructor
2) the operations queue
3-5) the connection state, gathering state and ice connection state
6) setting a description

It would be helpful to be able to reference each of those as a URL.
