In Section X, it says: 

      <p>When a <a>remote source</a> is notified that a
      <code><a>MediaStreamTrack</a></code>, using the source, has
      <code>ended</code> [[!GETUSERMEDIA]] the user agent MAY choose to free
      resources allocated for the incoming stream, for instance turn off the
      decoder.</p>
