The [checking if negotiation is needed](w3c.github.io/webrtc-pc/#dfn-check-if-negotiation-is-needed) algorithm uses the strings "false" and "true" as return values, which is confusing. We probably want \<code>true\</false> and \<code>false\</false> instead for consistency.
