Stepping down as WEBRTC chair

The message below went out today.

As it says below, I'm taking a sabbatical starting April 7, and lasting
6 months.

During this time, I won't be doing WebRTC work. Until then, I'll be
working to finish up as much as possible.

When April 7 rolls around, I have no doubt Stefan and Bernard will take
good care of the role.

It's been a challenge and a joy to work with this community for the last
few years.

Dear Advisory Committee Representative,
Chairs,

I am pleased to appoint Bernard Aboba (Microsoft) as a new co-chair of
the Web Real-Time Communications Working Group [1] effective February 20
2017.

Bernard will join Stefan Hakansson (Ericsson) and Harald Alvestrand
(Google) in preparation of Harald's planned departure in a 6-month
sabbatical starting April 2017.

Bernard is one of the editors of the WebRTC 1.0 specification, and has
already been helping with organizing meetings and getting the work to
progress. As one of the main contributor to the ORTC Community Group, he
will also prove a great asset in the planned further convergence of the
ORTC and WebRTC work.

I would like to express my thanks to Harald, who has been instrumental
in driving the Working Group in the past 6 years, and welcome Bernard to
his new role.

This announcement follows section 5.1 of the W3C Process Document [2].
