DSCP codepoint control extension spec moved to W3C github

The discussion happening after the announcement of the DSCP codepoint 
control extension spec [1] indicated to us that there is WG interest in 
pursuing such an extension spec, and we've therefore had it moved into 
the W3C space of github [2].
