This PR has been in review for 3 weeks:

It describes which stats are mandatory to implement in WebRTC -
something we have said repeatedly is important for the completeness of
the spec and for the ability to manage WebRTC implementations.

There have been very few comments.

Please - if there's any chance that you will have an opinion on this
later - the time to review is NOW.
