[webrtc-pc] Link addIceCandidate to JSEP for applying ICE candidate

The WebRTC spec says, in the addIceCandidate description:

"We probably want to define the process to 'apply an ICE candidate' in
 JSEP and link to it above. "

I have added an issue for JSEP to more specifically use those words 
(https://github.com/rtcweb-wg/jsep/issues/283).  Once it has, we 
should link to it as the Note suggests.
