candidateInitDict, whose content is used to initialize the new <<<<<<<
 9ec93fec8f9bf5b5964a8308785dc368d818fdd7 RTCIceCandidate object. When
 run, if both the sdpMid and sdpMLineIndex dictionary members are 
null, throw a TypeError.
