The specification does not describe what getRemoteCertificates() 
returns if it is called while RTCDtlsTransportState is "new" or 
"connecting".   Where the remote peer offers multiple certificates, in
 the "new" or "connecting" state, the remote certificate may not yet 
have been selected.
