New webrtc-stats Editor's draft (v20161214)

  * [#90] Adding "deleted" property to RTCIceCandidate
  * [#93] Adding isRemote to RTCIceCandidate
  * [#95] Rename "RTT" to RoundTripTime
  * [#94] Add TransportId to RTCIceCandidateStats
  * [#43] Added procedures for new stats

Note especially that #43, #59 and #64 are important for how we develop
changes to stats. The current text represents the editors' understanding
of the current WG consensus.
