I agree with Martin that we want a method that allows simply changing the
input of the media, transparent to the remote side, and without any
signalling.  If we redesign replaceTrack to allow renegotiation to happen,
then I think we're back at square one and need to re-propose the the idea
of a method that allows changing the input of the media transparent to the
remote side and without any signalling.
