Charter proposal from the charter TF

The TF charged with coming up with a proposal from the charter
discussion has delivered a result.

We believe we have reached closure on all the open items that resulted
from the WG discussion.
If the WG is willing to go with this charter revision, we will forward
it to the W3C secretariat on Monday, June 15, to allow it to be
presented to staff on June 16.
It will then go out for another round of AC review, but as long as the
WG's members all agree that this is what they want to see in the
charter, we expect no proposals for changes at that time.

Hopefully we will have an official new charter soon.
