I had filed https://code.google.com/p/chromium/issues/detail?id=400285 when a new UX was announced in https://groups.google.com/forum/#!msg/discuss-webrtc/0Oh7JYXyITg/C7E_LWC39EEJ and I saw that behaviour. Check if you have the flag enabled, maybe the bug shouldn't have been closed?
