[BA] The PR added a reference to rtcweb-audio because it is definitive with respect to DTMF support in WebRTC, rather than creating distinct DTMF requirements in a W3C specification. Since the rtcweb-audio doc is in RTCWEB WG last call, presumably there is an plan to handle last call comments.
The problem with legacy is that if you remove features in random something always breaks.
