   This is what I was talking about as a minimal increment in functionality, since we're going to need to signal/negotiate this in SDP anyway. Of course, it now sounds like we have disagreements on how simulcast should be signaled in SDP. I wonder if we can even reach an agreement to use the IETF spec on this for V1...
