No W3C WebRTC/Media Cap F2F in conjunction with March IETF meeting

Based on the feedback given, we will *not* plan for a f2f meeting (for 
WebRTC WG and Media Capture TF) in conjunction with the London IETF 
meeting in March.

We will continue the discussion with the IETF rtcweb chairs for a 
possible f2f meeting involving the WebRTC WG and the Media Capture TF 
later in the spring (perhaps in May).
