OK to move current Ed's draft to a Public draft?

At the teleconf yesterday there was consensus to make a new Public WD
based on the current Editor's draft of the "WebRTC 1.0"
document [1].

Unless we hear objections in response to this mail we plan to do that
in the next few days.
