Scribe selection spreadsheet implemented

As of the upcoming meetings, we will start using the new system agreed 
to on previous calls for selecting scribes: If you're active in the 
group, you'll get to scribe sooner or later!

Volunteers go first, of course. Nobody turns down a volunteer!

Then, if nobody volunteers, we pick from the list whoever is both first 
and present.

The list (which includes instructions for use) is here:

It should be readable by everyone (please verify!). A snapshot is attached.
