Specification of last onicecandidate event

Hi,

      The current WebRTC specification does not indicate how
implementations are supposed to indicate that no more ice candidates
will be forthcoming. I know that Chrome fires the event with a null
parameter but this isn't guaranteed by the specification. Do you plan on
correcting this?
