This is already in editor's draft [1]:

PeerConnection implements EventTarget;

Does it address the issue? Thanks.
Li

Subject: [Bug 18335] New: PeerConnection should inherit EventTarget

https://www.w3.org/Bugs/Public/show_bug.cgi?id=18335

           Summary: PeerConnection should inherit EventTarget
           Product: WebRTC Working Group
           Version: unspecified
          Platform: PC
        OS/Version: Linux
            Status: NEW
          Severity: normal
          Priority: P2
         Component: WebRTC API
        AssignedTo: public-webrtc@w3.org
        ReportedBy: bugs@pettay.fi
                CC: public-webrtc@w3.org

PeerConnection should inherit EventTarget, otherwise
events can't have .target or .currentTarget pointing to it and
event handling in general just doesn't work.
