You end up with this problem if you map the 180 to a final answer, then when the 200 comes along, it is less clear what to do with it. If you map it to offer, then it's unclear how to handle the answer that comes in response to it. I think I had some slides that showed this at one point. Basically, I don't see how using using an answer will work. The issue is not if you are sending or receiving one way media, the issue is when you can free resources allocated in the offer but not needed in the answer.
