JS API for letting the app interact with congestion control -
https://www.w3.org/Bugs/Public/show_bug.cgi?id=15861 is the current 
proposal (there was some short discussion on the list).  Since it 
appears that the IETF will shortly be starting a working group on 
defining congestion mechanisms, this seems a good time to push this forward.

Note that this is not really tied to the congestion algorithms 
themselves, they merely expose details about the current congestion 
state and allow the application (within the limits given) to ask to 
reallocate the bits available.
