Status on the JSEP discussion

After the responses to the call for opinions on the two JSEP proposals
presented in March, the WG chairs asked a small subteam consisting of
Adam, Justin and Cullen to get together and discuss the issues in more
detail, and come up with a joint proposal.

This team is still working. We hope to have results from the team
before May 7.
