I think the important thing to say is that the browser must not send any data other than the stun packets until after it has had an success stun response from the address/port pair it is going to send the data to. The implications of this are that if you get SDP with no ICE candidates in it, the STUN probes will never be successfully and you will never be able to set up any of the audio video connections in the SDP. So if the API gets some SDP with no ice candidates, it is not going to work and could be handled right away as an error.
