A common approach is to write it in html and include it in an email as an attachment, as Stefan did. W3C mailing lists are archived, so any version you send has a permanent URI at which it can be reached. Then people can explicitly indicate which version they are reviewing. It's similar to having IETF individual drafts, but quicker since there are no explicit format requirements. Group documents do have format requirements, but that's something the chairs can help with when we get to that point. -- dan
