More fine-grained control over what simulcast layers to generate key frames on has been a long-standing ask from SFU developers -- [2018 reference](https://issues.webrtc.org/issues/42220136). In plain terms: if someone receiving a low-resolution spatial layer joins a conference, this should not trigger an expensive key frame to participants on high spatial layers. How does the "consensus" (which notably does not include well-regarded experts like @ibc) serve developers? -- GitHub Notification of comment by fippo Please view or discuss this issue at https://github.com/w3c/webrtc-encoded-transform/issues/143#issuecomment-3076681504 using your GitHub account -- Sent via github-notify-ml as configured in https://github.com/w3c/github-notify-ml-config
