Re: [webrtc-encoded-transform] generateKeyFrame takes a "rid" argument, but is invoked with "rids" (#143)

More fine-grained control over what simulcast layers to generate key frames on has been a long-standing ask from SFU developers -- [2018 reference](https://issues.webrtc.org/issues/42220136). In plain terms: if someone receiving a low-resolution spatial layer joins a conference, this should not trigger an expensive key frame to participants on high spatial layers.

How does the "consensus" (which notably does not include well-regarded experts like @ibc) serve developers?
