I think this is a good idea.

Nit: Isn't it semantically more correct to rename this parameter so that it requests to `alwaysNegotiateDataChannels`? Since as a user, I don't really care if it's SCTP. Similar to `offerToReceiveAudio` where RTP isn't mentioned either.
