@sean-der Signaling is out of scope of the WebRTC API. So an application could signal using [RFC 1149](https://en.wikipedia.org/wiki/IP_over_Avian_Carriers#:~:text=In%20computer%20networking%2C%20IP%20over%20Avian%20Carriers%20%28,D.%20Waitzman%2C%20and%20released%20on%20April%201%2C%201990.).
