I think doing this is a mistake - the CSRC concept as part of the RTP specs is generic, and has been used for "virtual video" apps where a "main stream" is sent with a bunch of thumbnails - the CSRC field was used to indicate which stream was being shown on the "main feed".

(I'm not sure that has reached production in Chrome, though. Certainly not with simultaneous use of encoded-transform, it seems.)
