I think for starter, we should expose [the same string](https://w3c.github.io/webrtc-svc/#scalabilitymodes*) that is used in [get/setParameters()](https://w3c.github.io/webrtc-svc/#dom-rtcrtpencodingparameters-scalabilitymode) and in fact I think a lot of other properties can be deducted from there (see [diagrams](https://w3c.github.io/webrtc-svc/#dependencydiagrams*)). We might want to expose other metrics too, but this one seem like powerful and low hanging.
