RTP stream pause/resume (RFC. 7728) is an IPR encumbered specification based on TMMBR/TMMBN. The pause/resume functionality that has been implemented in WebRTC-compatible browsers uses the `active` dictionary member, not the RFC 7728 protocol functionality.
