We should first decide this, then build an API accordingly, for instance by using existing IDs or generating IDs like your previous API incarnation. If you propose to replace CaptureTarget by a UUID[1], then I'd be very happy to revert to that shape, which is both the one I had originally pitched, as well as the one currently in Origin Trial in Chrome.
