As previously explained, the global limit is an artifact of the current implementation, and can be changed in a number of ways. As I understand it, the main problem seems to be implementation cost. I'll be happy to share more about my plans for prioritizing work in Chrome if you would be interested in likewise sharing Apple's timelines for implementing this feature.
