I'm really scratching my head re: where exactly add to specify the the "no network traffic" we want here. What seems clearest to me is to add an overview section noting this, but iiuc overview sections are non-normative, and I'm not sure where to put something like this that isn't attached to the behavior of a specific interface, but rather a prescription of global behavior.
