Chrome's implementation of the webrtc-svc spec is getting closer to completion and while the implementation has support for both `MediaCapabilities` and `getCapabilities()`, I don't think that `getCapabilities()` adds much value for the SVC case and its extensions and mentions should be removed from the webrtc-svc specification. I will submit a PR for review before the next interim to cover this.
