You're right, this is implemented ([code](https://source.chromium.org/chromium/chromium/src/+/main:third_party/webrtc/pc/rtc_stats_collector.cc;l=644;drc=7fb345a0da63049b102e1c0bcdc8d7831110e324)), it's only missing because of the test not exercising simulcast!
