For the particular case of "new" and "checking", the state should be "connecting" ("none of the previous states apply" = true, "any RTCIceTransport is in the "checking" state" = true, DTLS transport state is irrelevant).

You had another example when discussing this where it would indeed be undefined, but I forgot what it was.
