Alright, as I understand it, now that @jan-ivar's pr is merged, we are unblocked on this. I guess what is needed now is some language somewhere to the effect that implementations should not trigger any traffic if CSP is blocking webrtc, but I'm a bit fuzzy on what exactly that should look like.
