The legal values of `scabilityMode` for a codec are defined by what is returned in `RTCRtpCodecCapability`.  So there needs to be a way to retrieve `RTCRtpCodecCapability.scalabilityModes`.  There is now a PR to allow this to be retrieved via MediaCapabilities (https://github.com/w3c/media-capabilities/pull/186) but it has not been merged yet.
