Related to the wording around compliant, I wonder what: "However, decoders that only support decoding of a subset of scalability modes MUST return a sequence of the scalability modes supported by that codec." in Section 5.2 refers to? Is this an example of the case listed in the introduction, i.e., a decoder that cannot decode any compliant bitstream?
