It seems worth preparing a proposal based on origin+application-specific string and get additional feedback from others. It would be good for the proposal to dig into mutation of these values and whether/how to expose these to the capturing page. This might impact the API surface. As of the names, captureHandle is probably still too vague since capture could refer to microphone and camera.
