Yes the basis of this issue is that the current constraints do not provide enough specificity to differentiate between a stream made for speech recognition and a stream made for communication.

The new proposal aims to solve some of the existing problems with the current spec (mainly around testing) by providing references to established standards on [communication](https://www.etsi.org/deliver/etsi_ts/126100_126199/126131/12.03.00_60/ts_126131v120300p.pdf) and speech recognition (Draft ETSI TS 103 504, link coming soon) as well.
